Obviously, the best thing is to do is be tested and let the girl know the results, since she is likely to be the one to have infected you.
Because of the condom, your overall risk is probably fairly low,
but from what you said about it, there were a number of risky things that you did, and I think you need to get checked up in about 6 months, when they wll be able to do a reliable test.
1. First you had sex with someone in a high risk category. You were not even
able to talk to her to determine how high risk.
2. You were drunk so even if you took precautions, you can't be sure you did them right. Because you were drunk and could not communicate well with your partner (different language too), you are not able to tell what happened, and you can't get any reliable information from the girl.
3. If you are not circumcized, your risk of getting hiv/aids is actually 3 times greater. For some strange reason a foreskin on your penis, means that that are more likely to be infected.
Good luck and be more careful next time.
