The head of the penis (glans penis) is normally the most sensitive part. That increased sensitivity can be due to, for example, inflammation of the penis' head (balanitis), but in the case of balanitis there may likely be a visible lesion . You can visit your GP for examination (inspection). Later you may consult some dermatovenerologist if necessary.
