My mom has this same problem as well. I think it is a hormonal problem. You can try progesterone creams which will help with all other menopausal symptoms. Happy PMS is a good one.

My mom just borrowed a grey eyeliner to give the appearance of hair where she didn't have any. There are probably fake eyelashes out there that aren't too dramatic too.
