hi i am 18 and have recently learned that an uncircumcised penis is suppose to retract all the way during an erection...i know kinda late hehe...it even hurts while having sex...at first i thot it was due to phimosis but i noticed that ther is kind of a skin "bridge" between the head and foreskin which mite be pulling the skin up while trying to retract and causing the tension....could this be the reason? and how do u get rid of it? -thankyou

Is the skin underneath your penis or on the sides or on top? If it's underneath, it means you have a tight frenulum. This can be fixed with stretching it regularly OR through a surgical procedure called a frenuloplasty. If it is NOT your frenulum (the very sensitive fleshy part underneath your penis below the head) it can be altered with surgery.

no its not the frenelum, its on the right side of the head towards the top...do u think trying to cut it myself would be a bad idea lol...because it is very thin, only about 1/8 an inch and not thick at all

and its a little odd because as i try to research on the web, i notice that almost all of these occur with a circumcised penis and i am uncut

Don't try to do it yourself. Having a laceration of any size on your penis is risky. The penis is full of veins, and because of the soft tissue that covers it, it can sometimes take awhile to heal. Also, it is very easy for the penis to get infected because it is in a dark, damp area. Go to a doctor if you're adamant about getting it altered.
