Q: short two holed penis

my boy friend was born with his penis attached to his testicles.they detached them at age five.he has two holes on the under side of his penis.one passes urine and the other sperm.he is now 46 and complains of weird feelings in his gentiles.the length of his penis is small.is it possible that the tube they put in when he was five is too small now.and why the two holes
