Q: Itching sensation on tip with white substance

For the past one month (Regularly irregular) I am feeling itching sensation on the tip of my penis. I checked out my moving the outer skin. I saw the following.
Once, I saw dots of white, which was cheese like substance, got removed on washing.
Once, I saw a white layer not fully covered, but here and there. Which I eventually washed off. It was also like soft.
Now, what is this and why am I am feeling an itching sensation? This is not regular but occasional. I had my last sex activity at least 2 and a half year ago and I do masturbate now and then... maybe twice a month or thrice for two months. No sexual activity with outsiders... True to my wife... In my life, I never had sex with anyone other than my wife.

Any help ?

Hmmmmm. Is it possible that somehow you got ur penis dirty, which then led to a rash or infection? Did you touch ur penis after laying ur hand on the rim of a public toilet? Did you perhaps wear an old swimsuit?

I did not wear any old swimsuit or I used public toilet. True, the penis was having that light white layer. Yesterday, after a clean wash, it is okay until today. No itching sensation. But again, the sensation was not regular. Let me check for a day or two again and get back.

could be a alergic reaction? did you change laundry detergents recently? or fabric softeners?

also might just be dry skin

Thanks... Found finally
I developed Blood Sugar and it was its symptom. Had a full body regular checkup and landed up in this.... Now it is Okay.... Thanks for all those who took time to read and reply.
