Recently, my boyfriend n i did heavy petting. I accidently touched my vagina(but just the outside) after i "service" him(he didnt ejaculate). What are the chances of getting pregnant?

I doubt you can get pregnant from what you describe here (if I understand the story right.) You have to have sex to get pregnant.

When you are having "safe sex" your chances of pregnancy are very slim, but not non-existent. Condoms can break or just be plain defective and a sperm can pass through the tiniest of holes that you can't see. It's not common, but it happens more often than it should if you read some of the posts just on this board.

Obviously the best way to prevent pregnancy is not to have sex at all. There's no 100 percent sure method.

there is still a small chance because of pre-ejaculation, its a small percent but its still there. practice safe sex, condoms plus birthcontrol or another form. basically every time you have sex you have a chance of getting preg. of course the less u have safe sex the more of the chance. if your going to have sex be reasonible. but again the only really chance of not getting pregnant is not having sex at all

Even if he ejaculated inside of you during safe sex the chances of pregnancy are slim (although no contraception is 100% so you are best to be on something such as the pill while using condoms)
