Q: Is This Normal!?

This has been an issue the majority of the time I masturbate for about a few years now. After I ejaculate my penis shrinks significantly meaning it is NOT hard ONE BIT. Also, after I masturbate I don't feel turned anymore or in other words "not in the mood".

a) Is this normal?
b) Can I treat this?
