This has been an issue the majority of the
time I masturbate for about a few years
now. After I ejaculate my penis shrinks
significantly meaning it is NOT hard ONE
BIT. Also, after I masturbate I don't feel
turned anymore or in other words "not in
the mood".
a) Is this normal?
b) Can I treat this?

It's called the 'refractory' period.
Orgasming takes a lot out of your system.
