Q: red spot on leg comes and goes - what is it?

what could be wrong with my leg a red spot siae of a small saucer appears for awhile then disappears only to reappear

Does it have any trend as to when it's showing up?
Is it a rash?

Also, does it hurt? It could be just a rash but if it is painful it could be something else.
