Q: Bumps On Base of Penis - dark brown color like moles

About 4 months ago I noticed little bumps on the base of my penis from the left side, on top, and on the right side they look very much like little moles the are a dark brown color.Also I have a flat mole that grew out at about the same time that these came out and it's on the inside of my thigh around the testicles.I also started noticed a tiny mole grow out on the right side of my neck.Don't know what this could be diabetes?Please any advice
