I had a blowjob 2 months back, on the 12th of August with a sex worker.it was my first time. A condom was used.I never had any sexual encounter after that. She used the condom safely.

But 2 weeks back after masturbation,i went to pee after 15mins and there was something like a yellow cotton on my penis.It was stuck like glue but after applying water,it came off easily. Then it seemed like cotton wool as it could be torn. I was worried.

Then yesterday night,after masturbation,i went to wash and i found my semen was quite thick compared to the other times. It was like mucus.Then after that, it was normal.

Then this morning,i found a small red bump on the scrotum, on the above part.It is painful when touched and i do not have burning when urinating. I am really worried if i might have caught HIV or any other form of STD. Please advice

You need to go to a urologist. I seriously doubt you have an std. The "wool like" object was probably just that: fibers from your clothing. If your penis is acting funny then have a doctor look at it.
