skin becomes hard (on hands) and eventually begins peeling even between fingers. the hard skin begins cracking and looks like a second skin begins underneath. skin flakes on torso, ankles. there is no pain or itching at this point. anyone else?

This sounds like one of many common skin disorders and needs to be looked at by a dermatologist.
