Strength of ejaculate for the most part has to do with how your muscles contract shooting it out. Strength of these muscles as well as your arousal, amount of ejaculate, and how long you spent building up to the ejaculation seem to play a role.
There's really no reason to change anything, so instead just adapt. I can shoot very far at times and other times just several inches, but never really spent any thought on when each occurs. Perhaps holding your BC muscles tight as you ejaculate would slow it down, just like they stop or slow urination.
Otherwise, use some tissue to clean up and also block the ejaculate from shooting too far. You could aim it into your stomach and hopefully it won't ricochet to your face, heh. I've almost given myself a facial several times, and I think I might have knicked myself once too.
As far as masturbating circumcised you don't necessarily have to use lube. I say "necessarily" because I don't know your situation. However, I'm circumcised and the vast majority of my masturbation has always been dry handed. If you can grip your shaft you may have enough skin that can roll over the crown of your glans. It doesn't need to be able to cover the entire erect glans for this to work. Just enough to roll over the crown and create enjoyable stimulation. Being able to do this depends on where you receive your enjoyable stimulation, how much extra skin there is, and I'd also like to mention how healed you are. I wouldn't want you tugging on skin that hasn't fully healed yet.
