I am a sixteen year-old male and I have bumps on the tube that leads to my right testicle. When I touch them I feel a slight pain. The bumps are not on my testicles themselves. Does anyone have an idea of what this could be?

Epiditymitis
Could be epiditymitis. It's an inflammation of the epiditymis, and you should definitely have it checked out. Right now I'm suffering from it, because I waited 5 days to go see a doctor.
