Q: little white lumps

I have little white lumps on the excess bit of my foreskin. Reckon they are sebacous cysts or something like that. I'm not a virgin, and the person I slept with was also a virgin at the time. We used a condom every time too so the excess bit was always covered. Could they still be genital warts though?
