small little white bumps on balls and penis itching w/ hairs

Hi!
im 15 years old
and my first question is about my penis,
im circumsized, about 6 inches in length and ive have a small little white bumps on balls and penis, and i notice hairs growing off them.
these can be itchy but i reaslly dont like them.
ive seen many post about this but got no answers please help.

My second question is , about my skin.
i have a light redish rash but its not that noticable and i notice alot of people have it.
but it almost seems like its just th cloging of the pores cause my skin gets smoother when i take showers.
The rash is on my arms and chest. but again its very lite
