Still the good news is that the symptoms you describe do not sound like a stroke or mini-strokes. (i could of course be wrong). A stroke or mini ones would be more likely to come & go & get worse esp after all this time.
Tongue numbness, weird, if it were just that i'd think allergy or rubbing your tongue against something in your mouth that was irritating it (tooth etc) - but the neck as well, hm , neck & mouth are often affected by ear trouble, virus, infection (even if you're unaware of any problem there). After so long your head would be starting to feel weird, either due to whatever is wrong &/or worry about it all!!
I'd try antibiotics (if you can get them) for any infection, sinus tablets in case it's that -which could also affect ears, anti-histamines for any allergy & a 50/50 mix of water & hydrogen peroxide in your ear.
Don't do all at once, then you won't know what if anything works!! Start with the easiest the last. The water & hydrogen peroxide was recommended by our family dr years ago for our daughter who had problems & infections etc etc with her ears - it worked brilliantly. You put enough in the ear to fill to the outer edge & lay on your side to keep it in, then wait a few minutes to hear if there are any bubbles, the more bubbles the more "muck" in your ear - we had to treat our daughter a couple of times a night for several days before it was all out. One piece of muck that came out was like a bug, we actually had to cut it open before we could see that it was wax, but it was so hard we had to cut it!!
Right now that's all I can think to suggest you try. But do consider doing an on-line search of "causes of tongue numbness" as a start & then go from there - also consider whether you have any other symptoms that you're not linking to this problem. Did you start any meds just before this all started??
