At your age, average penis length is around 9-13.5 cm when soft or 12-15 cm when hard. To measure the penis's length, start from its radix up to the top from the under side. You can visit your GP for a proper measurement of penis sizes. If your penis is under average, there is almost nothing you can medically do to alter it.
