Q: Rash On Testical

Me and my boyfriend have been together for 2 years now. Lately I have noticed white rashes on his testicals. We always use a condom while having sex. I asked him about it but he said he doesn't know what it is. I asked him if they hurt when touched he said no. He didn't even know they were there until I pointed them out. Is this normal? I hope it is

The only thing that I can think of is herpes, but those would be red, and very sore.
