Q: Propping the Bottle And Leaving

I couldn't think of a good title, so I got to the point.
Yesterday I witnessed someone put their 6 month old that can't roll over or sit up and screams and cries when placed on her belly in a regular queen sized bed and propped up a 6 oz. bottle in her mouth, turned off the lights, shut the door, and left her there for 4 hours unattended until someone passed near the room and heard her crying. She was sleeping for the 4 hours. Should I have said something? This baby's bottle is always propped up in her mouth and left unattended to fall asleep. I have never, ever seen this mother or father hold their baby to feed her.

call child services and explain to them what they are doing. if they feel that is wrong they will look in to it.

I know someone who leaves her baby lying on her back (she cant roll over yet) with the bottle resting on her tummy. Is that the same thing? She always checks on her baby though and the baby seems very content with lying on her back with the bottle resting on her.
