Q: Toddler always chokes!

My 23 month old son always shoves so much food in his mouth that he chokes. This is full on choking with no air going through, heimlich manuver needed. We have learned to cut up all food to minimize the chance of him choking but we are in constant fear while we eat, especially around other people who give him chunks of food. We have to monitor him while he eats also because he keeps shoving food in and won't swallow until he has so much food that he chokes. I want to know if this sounds like a developmental issue or if this is a swallowing, speech issue? He was born at 34 weeks and stayed 2 weeks in NICU without a ventilator. As of 23 months he has almost all of his teeth. I will take any suggestions to his doctor next month for his two year check up.
