“Tissue on the spine” is not a precise diagnosis. Doctor probably used that phrase to explain what he had seen on the ultrasound scan. That “tissue on the spine” could mean some tumor or some anomaly of the spine like meningocela or meningomyelocela.
You have to visit a radiologist or obstetrician to check this preliminary ultrasound report.
