TINY white bumps on back of arms, on legs

Hi!!

My entire life I have had these TINY white bumps that occupy the back of my upper arms (facing outward), the tops and sides of my thighs, and periodically the sides of the calves. They do not itch. They are lightly raised and a little pointed, enough to be able to tear the tips off on some. I have tried using a pouf, hydrating lotion, everything. They are embarrassing!

When I shave my legs, my legs to not feel or appear smooth because of these tiny bumps.
