'Tightness' sensation in small area on top of penis shaft

Looking at my penis from the top, right below the glans on the shaft, off to the left a bit, but at the top - I'm having discomfort there - it's like a 'tightness' under the surface skin, but I can't see anything or feel anything with my finger as I press in that area. But I do feel a 'tightness' under the skin. It's almost like an under-the-skin pinching sensation. It's been going on for about 1 week now, and I'm not sure what it could be? Any thoughts?
