Q: Tight foreskin

Hi, im a 17 year old lad. i cannot retract my foreskin when my penis is erect or flacid. i know this is not normal and i would like to change this. is it ok for me to have sexual intercourse tho even tho i cannot retract my foreskin? will it cause pain to me or the girl? please reply
