There are multiple levels of cp verying in degree and severity depending on which areas of the brain are affected. it sounds like your brother has Quadriplegia, which effects all four limbs of the body. there are also several movement classifications such as spastic cp or ataxic. was there some form of difficulty in his birth or a trama during the brain's developement? what would cause you to believe he has some other condition aside from cerebral palsy? An cat scan should reveal the damaged area's if it IS cp. Did your doctor not give you or your family any information on the subject or send you to any specialists?

I agree with kungfucripple, the first step would be to have your brother see a specialist who would be able to determine what is affecting your brother, and whether it is in fact a form of CP. Only once that is established can you really make any decisions regarding treatments, procedures and so on.
