It sounds like you have a kind of allergic reaction but I can't say due to what. It doesn't seem likely that water provokes the allergy. The real problem may not be related to skin at all. Many systemic disorders can be manifested with skin allergic reactions besides the other symptoms. You can request several blood tests (sedimentation rate,CRP, blood count, hemoglobin, liver status (AST, ALT, bilirubin, alcal phosphatase...), urea, creatinin, etc. Depending upon the preliminary results you may need to perform additional tests.
