Q: swollen tonsil

my sister has been getting this white stuff on her tonsils for about a year now. She always picks it off her tonsils with a q-tip but my mother advised her to stop doing that. Recently (this past week) she noticed that her right tonsil has swelled up like a balloon. It has veins popping out and is rubbing on her uvula.
She has no trouble swallowing but she says her throat hurts her sometimes (but not much). Can you please write back and tell me what is most likely wrong with her?
