Swollen Testicles Post Vasectomy

I had my vasectomy about 4 weeks ago - testicles and scrotum are still swollen. No pain, stitches disappeared, and not terribly swollen (about 50% bigger than normal) but still very uncomfortable and not really getting any smaller.
Is this normal - sounds like I might just be a slow healer. Ice, anti-inflamitories,etc. don't seem to help.
