Q: swollen feet and ankles - bleeding under skin ?

my partner is 25 and every 3/4 weeks he gets extremely swollen feet and ankles (toes remain unaffected). It looks like it is bleeding under the skin, when he lifts his feet up the redness recedes for about 30 seconds then comes back.
He gets stabbing pains and he says he feels a lot of pressure and the skin is sore. Skin is also hot to touch.
He has noticed that sometimes he can feel a really painful pressure build up in a certain spot then he feels something pop and the pressure relieves.
This can last for a month/6 weeks plus, usually the swelling goes down a little but the redness continues the same!
sorry to waffle, just want to give all the details as I'm very worried, he can't even walk properly just shuffles in real bad pain

And why hasn't he been to the doctor? This sounds like it could be anything from gout, to an infection, to a sign of an underlying medical condition. He needs to see the doctor like yesterday. If it is something serious, he needs to get it taken care of before it spreads or make it where they have to do something drastic.
