i'm 19 years old & i can't fully retract my foreskin, flaccid or erect. i just wanted to know, in the stretching process to fix this problem, which part of the foreskin should i be stretching? is it the top part, or do i retract it as much as i can & stretch the bottom part? thanks.

You should be stretching the entire entrance of the foreskin. Sideways and up and down.

If it doesn't retract even when flaccid, stretching may become counter-productive without using prescribed steroid cream. Your best bet is to see a doctor. The stretching techniques don't work for everyone.
