Strange Characters/Symbols in Posts

Why is it, that in some posts, when you look at them after they have been submitted, they have strange characters where quotation marks or apostrophes had been originally placed? Occasionally, other characters will also be replaced with the foreign letters/symbols. It really makes reading of these posts difficult.

Is there anything that the programmers can do to prevent this from happening?
