A student of mine asked if he only had sex with virgins(assuming they are telling the truth and were not born with one) would he ever contract an STI/STD? Hard to find a definitive answer out there...my gut says no, but at what point can viruses mutate and become an STI/STD?

viruses do not mutate and become an STI/STD, they already are or are not. Virgins have a 99%, or almost 100% chance of being free from any STD/I., vaginally. Any type of infection will have to come form prior poor hygiene., or cross contamination from touching genital with fluid from infected person, and the possibility oral genital interplay.
