Ummm, well...scrotal hernias and sports hernias are not the same. One is visible, such as swelling in the scrotum, or one is not, as is the case with most sports hernias. Most, if not all, sports hernias are a type of occult or incipient hernia - a hernia with no palpable bulge, but the pain is there. I suppose either one may be causing nerve compression to any nerve in the compact area of the groin - possibly even to the nerve that leads to the penis. But, a hernia specialist would be your best first step if you feel this may be what is going on.
