Q: Snapping feeling on base of penis ?

When my girlfriend performs oral sex, I will ask her to grab my penis all the way down to the base, and pull down with my penis erect. I feel, and she also feels this clear vibration of a snap of the penis all the way down to where the penis begins.
What is that "snap"?
It doesn't hurt me, but what it does is to calm me down a bit, for about 2 to 3 minutes without going soft.
