Q: Small white pimples at base of penis

So I shave regularly down below and about 2 weeks ago I noticed 4-5 very small white pimples around the base of my penis where I regularly shave. At first I thought they were in grown hairs from shaving but they never went away. Also I heard herpes outbreaks only last around 6 days. I am sexually active college student as well. What is this?

I can’t suppose anything about these “small white pimples” around the base of your penis without seeing them.

Herpes outbreaks are usually painful but you didn’t mention any pain.
