I have small white bumps on the underside of my penis in the foreskin and its freaking me out also really small white bumps on top of my penis head near the foreskin

Small pearly white bumps around the glans penis are considered to be normal. However, you should consider getting these examined by your doctor to rule out any other underlying infective causes. Treatment as appropriate would be started to help you. Drink plenty of water. Keep area clean and dry. Avoid sweat accumulation. Avoid use of tight fitting clothes.
