Q: small bump on skin

I wonder if I need to seek medical attention or if this is just an ingrown hair. It felt like a bump, like a pimple and thought it looked like a blood blister.
it is very black, small and with a red circular area on it. I have a close up picture jpg. I can load? how does one load the pic?
