Is he trying to though? Can he say Mama? Different children develop at different rates. As long as he is trying to make word at this point, it doesn't matter so much if you don't understand them: babbling is talking too, we just don't realize what those words are yet. They will become more and more clear as words as he gets older.

If you are really worried, you can always have him evaluated by a speech therapist.
