Q: skin rash

I have had a skin rash for almost a year. Before I break out I itch a lot. It does itch while I have the rash also. Before it turns into a rash I get bumps that look like goosebumps. This happens on my lower legs, arms, chest and back of neck. I have seen several DRs but no help.
