skin irritation but no rash

I have an irritation on my neck from under my chin to the the bottom of my neck, there is no rash, but it feels like its swelling but there is no swelling, it doesnt feel itchy but its so irritating and annoying because there is nothing to see. tried anti histamines and a cool spray for prickly heat but nothing seems to work, but it will go after several hours then start again the following day. have you any suggestions????
