dont think ive spelt it right in the title but oh well,

im 16, but my foreskin only seperated from the head of my penis just before my 16th birthday, but now i dont know whether my frenulum is to short (you know that bit on the underside of the penis)
my penis is 7.5" at the moment and my foreskin barely retracts over the head, is it meant to be like that? because i really dont know :S

and i was also wondering if it has stopped growing already, cus if it barely goes over the head now, id imagine if it gets any bigger it wont

It makes total sense. You have a condition called frenulum breve. Sometimes it grows, and sometimes you may require a doctor's help. They'll either recommend stretching techniques with the aid of a steroid topical ointment or a simple procedure called a frenuloplasty. It's good to have it looked at by a doctor because if you tear your frenulm later on down the road, it's pretty darn painful and can lead to many infections. There are many topics here about frenulum breve and stretching techniques you can try... just look around!

is it meant to go all the way back until it is pretty much wrinkle free, like when its flacid?

not so much when it's flaccid. The idea is that the foreskin can fully retract evenly all the way around erect or flaccid. With frenulum breve that isn't possible becuase the frenulum is too tight to allow for full retraction. Make sense?
