Hi i like to start by saying i have some sebaceous cysts on my scrotum for a while now but i have notice one was a little different for a bout a year its was like a piece of dead skin i could peel off but would grow back i peeled so bad it just this little flat thing now not too noticeable it does not look like the pictures of genital wart ive seen on the internet i have never had sex or any genital to genital contact could this be a genital wart?

In order to have that type of STD, you would NEED genital to genital contact. Most likely it is a cyst just like you suspect, or dry skin. If you are truly worries, then you should see your doctor
