Rough skin on arms

This has been a problem for me for quite a while now. On both my lower arms I have skin that look like the texture of a football only a bit rougher. I'm only 53 and other women my age don't have this problem. I've am fair skinned, green eyes and freckles, but I've always make sure I stay out of the sun, wear sunblock and walk with a umbrella when walking outside. It doesn't look like wrinkles, more like tiny lumps and no it's not Keratosis Pilaris.
