Q: Relative phimosis

I am 21 years old. I can retract the foreskin of my penis when it is is flaccid with no problems, but cannot do it when erect (I can expose only approximately half of the glans). This problem is not new, I have it since I can remember.
As I'm not a great fan of circumcision, I looked on the internet for alternative solutions to this problem, and found a treatment of this condition with manual stretching of foreskin and betamethasone 0.05% cream (this cream should speed up the whole process of expanding phimotic ring). Is this kind of treatment successful for the man of my age (adults)? Does this condition causes problems during intercourse? Any suggestions, especially of the ones who had the same problem and solved it would be appreciated.
