red spots on penis

i have red spots the tip of my penis and on the shaft. they started off as small pinhead sized but have grown to the size of a small pea. i have been to a doctor, but she said it was herpes, i do have herpes, but they don't look the same as when i have a breakout. i am on acyclovir and it does work when i have a breakout but not on the red spots, she prescribed for me a cream, nystatin, and that hasn't worked. is she right by saying it is herpes or is she wrong and just doesn't know what the red spots are. so can you please tell what they are and how to i get rid of them thx.
