Q: Red ring around bottom of head

before my foreskin was covering my head of my penis, and it would never be able to pull back. even when erect. Now i woke up today, it my foreskin is pulled back(i am not sure how). I notice a red lump of skin that goes around my penis just right under the head of my penis. my head of my penis is really sensitive now. I don't know what to do about the red lump ring thing. Please help.
