Q: red rash on inner foreskin of my penis

i just found out that there is a rash (kind of red and my skin pilled that allow me to see the redness of the meat) on inner foreskin of my penis
I am not sure what happen. I have not had sex recently so i am sure it will not be a STD. Not too sure its bcos of the soap I use to wash it.
it does not itchy. but stink a little bit when i wash it with water.
also i have a very bad dry scalp on my hair too.
any advise on what to do or any cream I can use.
