Q: Red itchy rash on scrotum

A few months ago I had a red itchy rash on my scrotum. I went to see my doctor and he prescribed me a steroid cream for it (cant remember the name of it). I was applying it twice a day and it got slightly better in the meantime I noticed a red bump on the shaft of my penis (not a blister) which a day later turned into four small lesions where the bump was (no puss, no blistering, no fever or aches, no typical herpes symptoms whatsoever) went to see him again and after he examined it (which was only about half a second, and not very thorough), he told me to continue applying the cream. I have a follow up with him in a month, but during that time the rash on my scrotum comes and goes and the bumps show up when the rash on my scrotum comes back. My questions are:
Does this sound like herpes? Which i don't think i have because I have always had protected sex and none of my past sexual partners have any problems.
Could it be from my penis rubbing against my scrotum and it spreads to my shaft, if so why is it only in one spot, and why do i have the small lesions, could it be from friction of my clothes rubbing against my skin?
Is there anything else i can do to get rid of a reoccurring fungal infection for good besides the cream?
I tends to go away quickly, two to three days which from what i have read, herpes tends to clear up in a week or so.
Any information would be helpful while I am waiting to see my doctor for my follow up appointment.

Protected sex? Did you wear a condom over your scrotum too? too many people think that if your dick is covered your OK, but semen or vaginal fluid is not the carrier for this lovely disease. I would suggest going to the clinic which see hundred of cases of herpes. You said it yourself you doctor is not through and you want a second opinion.
Of course your sexual partners have never had problems, that is why almost a third of the population has the gift that keeps on giving.
