Hello, over the past couple days I've developed a red itchy/tingly rash on my penis and some parts of my scrotum. Its painful sometimes when itching.

The head isn't infected. The left and right side are red, as well as right where the shaft and the scrotum meet and a little on that part of the scrotum.

My anus is also sometimes itchy.

The skin is red and slightly swollen. It has a kind of shiny texture on certain parts. I don't see any visible bumps.

I don't have health insurance so I'm not sure what to do. I've tried hydrocortisone, antibacterial topical, and antibiotics. The itch has gone away, mostly thanks to some anti-itch lotion.

Another thing is over these past couple days I've had diarrhea.
